CRISP COUNTY ZONING BOARD OF APPEALS
September 15, 2009
The Crisp County Zoning Board of Appeals met at a regular meeting on the 15th day of September 2009 at 9:00 a.m. in the Crisp County Courthouse.
The following members were present: Emmett Walker, J.C. Clark, Jerry Carney, Mark Brubaker and Wendy Peavy. Also present, Connie Sangster, Secretary & Planning Director & Jimmy Mumphery, County Building Inspector.
Also present were the following visitors: Herbert D. White.
VOTE: Motion was made by J.C. Clark with a second by Jerry Carney to approve the Minutes of the August 18, 2009. Carried unanimously.
Request from Herbert D. White and Sheila S. Southerland for a variance to reduce the required 15' side yard property line setback on the east side to 10' for the purpose of constructing an 18x24 (432 sq. ft.) storage building. Subject property zoned RS2 (Single Family Residential) and being located at 137 Harbor Lane.
Chairman Emmett Walker called the hearing to order. Mr. Walker read aloud the criteria and procedures that the board considers when making decisions. At this time, Mr. Walker read aloud the variance request. Mr. White was present and spoke on his own behalf. Mr. White told the board that he wanted to put up an 18x24 building with 2 personnel doors and one roll-up door and one window on the side facing the back of the house and one window upstairs, it is going to have a loft so they will be able to store Christmas decorations. It will have an attic pull down type ladder. He also stated he would like to have it to store motorcycles, mule and place to work on his bicycles so his wife could have a place to park her car in the garage. He stated that the reason they are asking for the variance (gave members a diagram and photo) so they could get as close as they could to the existing driveway with motorcycle and mule and would not have to go to the back of the property. Mr. White also stated that their water line runs in from the back of the property and comes right in between the walkway and where he has already put the forms up, so he could not get any closer to the house. He stated that if they put it in the back it would be sitting in the middle of the back yard and would not be as accessible. Mr. Walker asked if the forms were the exact size of the proposed building. Mr. White replied yes. Mr. Walker asked Ms. Sangster if she had received any letters. Ms. Sangster replied no. Mr. White stated that per their covenants - the out buildings have to mirror their homes, and have to be stick built on site. He stated that it would have a 12/12 pitch, same as the house and will put hardiplank and paint the building the same color.
At this time, Mr. Walker asked if there were any further questions. There were none. Mr. Walker stated that this concluded the public hearing portion of the meeting and now they would go into discussion and vote.
After discussion, the chairman asked for a motion.
VOTE: A motion was made by Mark Brubaker seconded by Jerry Carney to approve the variance request to reduce the required 15' sideyard setback to 10' for the purpose of constructing an 18x24 storage building at 137 Harbor Lane. Carried unanimously 4-1.
