- OPENING CEREMONIES
Meeting was called to order at 9:00 A.M. by Chairman J. R. Dowdy, Jr., with the following Commissioners in attendance: James D. Harris, Joyce C. Pheil and Ferrell Henry. Others present were County Administrator John S. Pate, Jr., Financial Consultant Michael Jackson, and secretary Linda Finch in attendance.
- 2004 BUDGET
Mr. Jackson handed out the budget draft and stated that they are going to look at each departmental detail, and they are going to see exactly what each of the departments have requested and begin to make some judgements about what they think about it, and whether they want to increase or decrease it. He showed a chart of the General Fund, which contains no employee raises, overtime or Christmas bonus, and it is only based on people employed right now and the associated benefits. He advised that whatever decision regarding employees raises they make will have to be put in there, and suggested that Commissioners look real closely at overtime because the way it is looking now, it will cost the county about $450,000.00 this year. He stated that Mrs. Hendley did the first run of the revenues on this draft after she left, and the revenues broken down by county wide and special tax district total $11.6 million with the expenditures total about $34,000.00 more than the revenues. He added that the property tax revenues are based on last yearís digest figures as he couldnít get a real handle on the digest from Tim Quick, Chief Tax Assessor. He advised that to give the employees a 3% raise with the corresponding increase in benefit costs will be $171,000.00, and if we budget overtime of $150,000.00 (approximately half of what the county budgeted this year) we will be short a little over $350,000.00. He also stated that a 4.5% raise for county employees plus the associated benefits would cost $257,620.00. Mr. Jackson stated that the cost of insurance the county is paying is $797,647.00 on group health and life insurance, and he advised Commissioners they might want to look at this closely and maybe consider sharing the cost with employees or put a cap on insurance cost. He then passed out the individual department requests, and they went over each one, and stated that he didnít change anything on departmental requests but the personal services.
